Yes. Diagnostic tools are focused on generating understanding regarding you/your organisations strengths and risks, as a basis for decision-making and action-planning.

Those decisions are typically around specific actions, behaviours for key people (such as change agents, sponsors, communications resource, adapters, change practitioners).

Depending on a user content profile and licence, the tools can either be used standalone in Diagnostics, or as part of Roadmap Pro in a plan.
